Dr. Don Martin
Chairman · Forsyth County Commissioners
Dr. Martin was first elected as a County Commissioner in 2014 after retiring from a long career in education that included 19 years as superintendent of Winston-Salem/Forsyth County Schools. He also served as a Professor of Educational Leadership at High Point University and previously taught math and physics at Wilkes Central High School.
Dr. Mary Ann Wolf
President and Executive Director · The Public School Forum of North Carolina
Dr. Wolf previously served as Senior Director at NC State’s Friday Institute for Educational Innovation, Executive Director of the State Education Technology Directors Association, and elected member of the Chapel Hill-Carrboro School Board.
Mr. Jerry Wilson
Director of Policy and Advocacy · CREED Center for Racial Equity in Education
Mr. Wilson previously taught social studies in Chicago Public Schools. His current work centers on teacher diversity and representation, the politics of education, civic learning and the educational experiences of marginalized students.
Ms. Rachel Frye
2023 Southwest Region Teacher of the Year · East Lincoln High School
Ms. Frye is the 2023 Burroughs Wellcome Fund Southwest Region Teacher of the Year. She has taught English at East Lincoln High School in Denver, North Carolina for more than two decades, where she has cultivated a thriving Teacher Cadet program. She was also a graduate of East Lincoln High School. She believes that a big part of her job is to make children feel safe and comfortable in the classroom
Dr. Scott Elliott – Moderator
Superintendent · Watauga County Schools
Dr. Elliot is a native of McDowell County and a product of its public schools and our state university system. He earned his bachelor’s degree from UNC-Greensboro and graduate degrees from Western Carolina University. He served for 17 years in the Transylvania County Schools as teacher, assistant principal, principal, central office administrator, and assistant superintendent. He also previously worked as a community college instructor. His wife Laura is a National Board Certified teacher at Parkway School.
Webinar: Making UNC Governance Work

In 2020 we engaged North Carolinians in a series about Making UNC System Governance Work. As a follow-up, we continued the conversation with Belle Wheelan and Lou Bissette by discussing the recommended best-practice strategies for success that arose from the series.
Belle is President of The Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). SACSCOC is the accrediting body for colleges and universities in 11 southern states and several international institutions. Lou is a lawyer in Asheville and a former Chair of the UNC Board of Governors. He has also served as Mayor of Asheville and a member of the Wake Forest University Board of Trustees.

The webinar focused on three strategies for Making UNC Governance Work:
- A selection process and criteria that ensure board members reflect the demographics, needs, values and interests of the entire North Carolina population.
- Candidates have the skillset and knowledge required to guide the system in meeting the higher education needs of all North Carolinians.
- The board follows best practices of board management to ensure independence and avoid micromanagement.
